Description

Instead of starting apt-cacher at system boot of the developer's machine, we should be able to have a pre-build script that starts it automatically:

  1. probe for /etc/init.d/apt-cacher
  2. probe for a running apt-cacher process
  3. start apt-cacher only if both conditions are true
