Move DansGuardian configuration files from lang/ to live/

Description
There are several configuration files for DansGuardian that are wrongly placed in lang/trunk/apps/system/dansguardian/lists/. As this is text configuration files and not translations, they should be migrated to live/trunk/config-base. The problem is that the directory in which they are is an SVN externals. This means that files cannot be placed directly in this directory as required. As a workaround, configuration file tweaking should be moved to a hook script. There is already a hook script named 21-squid-dansguardian.sh.
