User tux cannot access an Arduino

Description
The tty that Arduino uses is mounted with root/dialout ownership. The standard DDL users can then not access it. We need to either add users to dialout or write an udev rule to give access rights to any Arduino devices. The second is better of course, it should be easily achieved:
