This is a known issue with every language and KDE. I've stripped down KDE localization packages to keep only the relevant files (these packages carry all the translated files for all the KDE apps) but for an unknown reason KDE can't find the application help files.

Next stable release will use the full KDE help pages while waiting for a working stripped down version.
