Avoid duplicate icon files in config-l10n/overwrite/

Description
As there are some packages that target a reduced set of languages, such as Apertium, currently their icon files are duplicated in the concerned language overwrite directory. Of course this is not desirable and we need to find a way to have one copy only while not showing these icons on desktops that don't need it.
